Resumo

O trabalho refere-se à importância da gestão de Rafael Dely na Cohab-CT; evidenciando as Habitações de Interesse Social na Cidade de Curitiba e sua consolidação como projeto urbano, arquitetônico, político, social e objeto transformador da Arquitetura Moderna. A elaboração de planos urbanos em Curitiba vinha tentando adaptar-se a nova realidade social; mas somente em 1964 com o Plano Wilheim-IPPUC, as coisas começaram a funcionar adequadamente, onde Rafael Dely participa ativamente da implantação. Também neste período (1965) é criada a Companhia de Habitação Popular de Curitiba (Cohab-CT). A década de 70 acompanha o processo com a implantação do Plano Diretor na cidade. Mas o “auge” da política social curitibana ocorre no início dos anos 80, quando Rafael Dely estava na presidência da Cohab-CT (1979-1983). Esta gestão muda a política da Cohab-CT desde o uso de verbas na viabilidade dos projetos até significativas alterações arquitetônicas. Há um rompimento das concepções dos tradicionais conjuntos do BNH e a prova de que existe viabilidade no princípio da “humanização” da moradia também para a população de baixa renda. A gestão de Dely trata as Habitações de Interesse Social observando a cidade, sua história e cultura, causando significativas transformações na Cohab-CT e consequentemente na Cidade de Curitiba.

Abstract

This project discusses the importance of Rafael Dely’s administration’s term in COHAB-CT; highlighting the Residential Buildings of social interest in the city of Curitiba along with the consolidation of those as an urban, architectural, political, and social project – also considered object of profound transformation of our Modern Architecture.

The elaboration of urban plans in Curitiba, at some point, were slowly adapting to a new social panorama; but only in 1964, with the Wilheim-IPPUC project, that everything started to work properly, more specifically when Rafael Dely started to actively participate of the project implantation. Also in this same period (1965), Cohab-CT (Companhia de Habitação Popular de Curitiba – Curitiba’s Low-cost residential buildings Company) was founded. The 70s follow the implantation process of the main city plan. But the higher point of the social-political frame in Curitiba takes place in the beginnings of the 80s, when Rafael Dely was president of Cohab-CT (1979-1983). His administration’s term changes Cohab-CT’s policies in all aspects, from the budget planning for projects to significant architectural alterations. There comes along a break in the concept of the traditional conglomerates of the BNH and also the proof that there is still viability of the principle of “humanization” of the residences for people with lower incomes.

Dely’s administration’s term treated the Residential Buildings of social interest considering the city, its History and culture, while causing significant changes in Cohab-CT as well as in the city of Curitiba.
